The development team consisted of a joint venture between MPR Properties, Inc. and Agape Calcasieu, Inc.  Manning B. Pletz was the “P” in Properties.  Within the development team were two women owned business and one minority owned business were represented.  Pletz Construction Management Services, Inc was the general contractor.  The architect was Debra J. Dockery Architects, Inc. of San Antonio.  Historic consultant was Stephanie H. Cocke.

Construction commenced in January 1995 and completed by end of June 1995.

Funding for the project was obtained from:
    • Low Income Housing Tax Credits obtained through
    • TexasDepartment of Housing and Community Affairs
    • City of San Antonio Rental Rehabilitation
    • Sale of Historic Tax Credits through the National Park Service
    • Cost of rehabilitation in 1993 was project at $1,500,000.00
